Labour Based Public Works is Sky Muasya’s approach to development. It is built on one simple belief: every government project should not only build infrastructure but also create meaningful employment opportunities for the people of Kathiani.
Instead of development benefiting only a few, Sky Muasya’s model ensures that the people of Kathiani become the workforce that builds roads, schools and other public infrastructure and are paid directly for the work they do.
In other words, development should build Kathiani while creating jobs for the people of Kathiani.
For many years, development projects in Kathiani have largely been implemented through the tender system. While roads, classrooms and other public projects are important, many residents continue asking one simple question:
“If millions of shillings come to Kathiani every year, why are so many young people still unemployed?”
Sky Muasya believes the answer lies in the current approach to implementing projects.
Under the traditional tender system, a project is awarded to a contractor. Before the people of Kathiani benefit, a significant portion of the project value is lost through taxes, contractor profit margins and invoicing logistics.
Take a KSh 10 million project as an example.
Under the current approach:
• KSh 1.6 million goes to taxes.
• KSh 2 million goes to contractor profit.
• KSh 2 million goes to invoicing logistics and thanking the offices involved in processing the project.
That totals KSh 5.6 million.
This means the people of Kathiani remain with less than KSh 4.4 million, only 44% of the project’s value, reaching the community through actual development.
Sky Muasya believes there is a better way.
His Labour Based Public Works approach transforms Kathiani NGCDF from a contracting entity into the people’s employer.
Under this model:
✅ Government development projects create employment opportunities for Kathiani residents.
✅ Youth, fundis, masons, carpenters, plumbers, electricians and other skilled workers are employed directly to build public projects.
✅ More development money remains within Kathiani, supporting families and growing the local economy.
✅ The people of Kathiani build their own constituency while earning a dignified income.
Businesses will continue playing an important role by supplying materials that are not produced in Kathiani, including cement, roofing materials, electrical materials, paints, tiles and other construction supplies through framework contracts.
Sky Muasya’s vision is simple:
Let businesses supply materials. Let the people build Kathiani.
That is how development becomes an employer instead of just another construction project.
In 2027, Kathiani has a choice.
